About this Exploration: Franklin Roosevelt created the Works Progress Administration in 1935 to fight unemployment. The WPA quarried and used local limestone to build the shelters, restroom, and pump house in the city park (Main Street between 3rd and 5th streets). They also built the Barnard Library at 521 Elm and the Barnard Library
